This documentary describes the prevalence of fear in our society, from child molestation to immigration, from the pandemic to terrorism. It includes interviews with Ph.D. Renowned linguist, human praxeologist, and political activist Noam Chomsky; U.S. Representative Dennis Kucinich, former U.S. presidential candidate; and many others who have conducted in-depth research on the culture of fear other experts. A culture of fear is a term used by some scholars, writers, journalists and politicians who believe that certain elements in society incite public fear for further political ends.

The term is used to describe the fear of Islamic terrorism, which some argue is often exaggerated or irrational in nature. The term is also used to describe irrational fear in other situations, such as when citizens fear people of different ethnic backgrounds, or when neighborhood residents fear reprisals for helping police identify criminals.
